The index measures the performance of the total U.S. investment-grade bond market. The fund generally invests at least 90% of its net assets in component securities of its underlying index and in investments that have economic characteristics that are substantially identical to the economic characteristics of the component securities of its underlying index.

The reality is that since gaining its independece from France in 1960,  Mali has been under military rule for a far longer period of time than not under military rule: 
namely, 1960 - 1991, 2012-2013 and 2020 - present, without any meaningful interruption  to the gold mining industry.

And despite military rule, Mali has one of the better reputations as a jurisdiction for gold mining in Africa, namely a fair, stable and evenly applied Mining Code, a Ministry of Mining that is staffed by people who actually understand the mining industry, such as career geologists, mining engineers etc. (and not staffed by political  flunkies).

Industry players (financiers, analysts etc.) are well aware of all of this and take it into  consideration in their risk analysis.
