I would suggest that this is an extremely unusual statement in an announcement because ordinarily the expectation is that management stays. Of course, its a reasonable thing to do if there are rumours or market suspicions that management would leave.
Strikes me as a bizzare thing for you to characterize as "basic best practice". If its so basic, I would expect to read this sort of provision regularly. Perhaps I'm living in a dark hole but I've never seen this kind of statement except where there are rumours that individuals are leaving and even then its been rare.
