It does appear the halt was not in the plans of the ASC, but due to the back and forth without full resolution, the venture stepped in or officially IROC and halted it. Once halted then it gets more in depth, and why we can't really know when this ends as new things can continue to crop up along the way................................like hitting massive grades of metals from silver pooping trolls at the center of the earth.
