1. What the DXE IR guy actually said ...

... was not "news". He simply reiterated what has already been known for some time. DXE/NFK may very well have decided weeks ago on what they're doing with the next perf attempt. As per the last NRs, DXE/NFK have stated the next update will be forthcoming once ALL COMPLETION PLANS are finalized, including the sourcing of equipment and materials, and scheduling the team that will do the work. The fact that this guy didn't disclose what those plans were could very well be indicative of the fact that (a) he is not close to the situation, and simply doesn't know, or (b) he has been instructed not to disclose fragments of information, since the companies have stated the planning details will be outlined in a future NR, and there are still details being ironed out related to either sourcing or scheduling.


2. Assumptions

We are all making assumptions about what is contributing to the delay. You have concluded, with some skepticism, that it is due to on-going planning:

"two months to simply decide what the actual plan is??"

I suspect the next perf procedure was decided weeks ago, and the delays are caused by other things behind the scenes. The RST was held up in customs, so there is a possibility it could be related to importing new charges or related equipment that might attract increased scrutiny.

But my guess (which is pure speculation) is that DXE/NFK have sought concessions from the company that did the completion, given that their first attempt apparently failed to penetrate the casing (could not force acid into perfs, and no damage found from imaging tool), and this failure resulted in wiping out over 60% of DXE's market cap in a matter of hours. This type of negotiation could drag on for a bit. And further, if the company that did the completion does agree to concessions, they may request some flexibility with scheduling.


3. Origin of the charges used in the first perf attempt

I've read elsewhere that the charges were close to the end of their shelf-life. The may have originally been manufactured in Texas (as per your comment), but who knows how long they were in Tunisia and what conditions they were stored under? I'm not saying I have better information than you do -- I simply think there are too many unknowns related to the charges to be making definitive statements about them.
