Sticking point is the recovery factor... not surprising given the low perm of the rock.
Horizontal wells and/or multi-stage fracs and that recovery factor should get well north of 6%....
Just going to take some time, but I think patience will pay. Have a look at what Breaker Energy did with their Irricana asset if you want to see what a huge difference drilling and completions thechniques can make.
