In ressponse to your question... two quick examples, both of which I own: Wellgreen Platinum and Gold Standard Ventures.
Wellgreen has a poly-metallic deposit in the Yukon and they are about to release an updated PEA. They recently raised enough dollars to fund their PFS this coming year. (They've had several successful rounds of funding during this bear market).
Gold Standard Ventures is working a district-sized piece of land in the Carlin trend, in Nevada. They issued an initial, compliant resource estimate but have yet to produce a PEA. They have been able to raise money on an ongoing basis.
What these companies share in common: they have stories worth telling and THEY TELL THEM. They are at all of the conferences -- they find ways to get interviewed on by well known commentators in the resource space. They have figured out that you can't sell a secret.
There are many other companies raising enough dollars to continue to work through development life cycles, while they wait for the market to turn.
If the economics are as advertised, why can't the dollars be raised. What have they done to try to communicate the story to logical target groups?
