"Actually getting the documents finished to be approved by the Serbian government is the problem here .  The long awaited PEA/Elaborate cannot be approved until it actually gets submitted. Serbian mining authorities cannot be blamed for EV s inability to get the documents to them.Whoever or whatever EV and Temas want to blame for the constant delays is of no consequence, but Serbian mining officials are not to blame . They cannot issue a certificate of reserves on a document they have yet to receive. Put the blame where it belongs."

So, you're not putting any blame on EV's management for the above?
