Here's one for you Cancap. instead of waiting for the "elaborate", what if you would have been waiting for a "back pay" instead for 2 1/2 years?

The level of complexity of the information that they promised to deliver is inconsequential. They're paid to know what they're doing!  

Here's a excerpt of an EV's NR:

"The Piskanja project development timing, strategy, and costs are not anticipated to be materially affected by the decision to delay the Resource Certification."
This is from EV's March 11, 2014 NR (FML - 8 years ago!!!!)...so excuse me if if I'm sceptical about management's "Oupss, I did it again" excuses.
They were planning for 2024 for the start of the mining operation not too long ago. Care to take an educated guess of when that will be now?
