I see it like this, we are closer to a positive decision but, also much closer to a negative decision. In my opinion there is a direct correlation between the two. The smart people will figure out what I'm talking about - the rest will just pump the tires no matter what. I feel the gov't will continue to drag this on as long as possible as the last thing they want to do is make a decision.
