If they had work to do still, the get the mining licence packaged completed, they should have said something like "we hope to have the package submitted soon but there are some pieces that can only be completed after Elaborate completed. We expect it will be submitted before end of Q1 thoug". Something like that. Not this rah rah rah, and then silence.
