OTC bid/ask 140,000 on each side...?

OTC bid/ask 140,000 on each side...?Since the stock 10day avg. volume is less than 50k kinda strange someone is sitting there on each side of the fence with basically the same lot size of 140k...a strangle hold on this illiquid thing
