Interesting though and I agree somewhat with the comment by toasted. Methinks that the financing has been arranged and there is an in house rush on things now. In my other life, I was part of a few of these deals at the PP level. You have a very large amount of money at stake here. Into the 100's of millions in fact. So, if your mister CEO, and your an in tune guy, you have this whole ball of wax prearranged and negotiated and predicated on the deal permitting. Which it has. I would expect an NR sooner (very sooner) rather than later. I would also expect they want to get contracts out ASAP for construction. My "smittysense" tells me either this week or early next for the big NR.
