RE:best to get these legal issues resolved I think its hilarious its taken certain folks this long to find the potential legal hurdles regarding the transportation of nuclear graphite. Clearly these individuals have trouble using google because the restrictions and legal implications regarding the movement of 'nuclear' materials, graphite included, have been available on the internet for years now. Unfortunately, they have missed the short bus on this one; its already been dealt with for quite some time.
Since critical thinking and analysis doesn't seem to be a strong point of the negative crew, I'll throw you guys like icefish and the rest a bone.
Canada Carbon has already met with the Canadian government regarding the regulatory aspects of their resource months ago. If there were issues they wouldn't have been allowed to get this far. Give the following link from CCB's page a read so you can be informed and avoid future displays of blatant ignorance.

"I hope that SGS , Quebec and Canadian Government and IRROC are sent these concerns."

I'm amazed that you would think someone could open a mine with potential nuclear applications and not already be on the government's radar. We're not as as incapable at using the internet as yourself, especially the government ;)
