Canada Carbon Inc. is a Canada-based mining exploration and development company. The Company is focused on the acquisition, exploration and development of graphite deposits. It holds a 100% interest in two graphite properties located in Quebec: the Miller Graphite Project located in Grenville-Sur-La-Rouge and the Asbury Graphite Mine located in Notre-Dame-du-Laus. The Miller hydrothermal lump-vein historical graphite mine and surrounding property covers approximately 100 square kilometers (km2) and is located around 80 km west of Montreal in the Grenville Township. The Asbury Graphite Mine property is made up of two claims for a total of 119 hectares (ha). The Mine is located around 8.1 kilometers (km) northeast of Notre-Dame-Du-Laus in the Laurentides Region of southern Quebec.

Asked and answered. Canada Carbon offered access, and Arnold turned it down. From the Company's most recent MD&A: 

"In the absence of co-facilitation, both parties developed their own draft protocols for dialogue. The protocols developed by Canada Carbon were based on what the Company considers to be best practices. Both parties have had a chance to review each other’s protocols. The first meeting between Canada Carbon’s management and representatives from GSLR was held on July 27, 2021 in GSLR to discuss the protocols. To the extent that GSLR is interested in the same information that will be submitted to CPTAQ, Canada Carbon has agreed to invite GSLR’s experts to observe the field work required for its future CPTAQ submission. In addition, input from GSLR’s experts will be requested. As with all previous studies, the data will be made public and shared with the municipality. Both parties agreed to continue dialogue. In November 2021, GSLR notified the Company that it would not allow its experts to work with, or provide input to, Canada Carbon."

Canada Carbon dropped about 75% of its claims (which were exempt from TIAM) so that they could be covered under the MRC's application. Those include the claim under your mother's cottage, BTW.. You should be asking the MRC why it hasn't updated its TIAM application file.
