There have only been 5 sales this morning and only 3 houses selling.
42k by RBC, mostly at 2.5 cents is not significant money (~$1000.00)
House 56 sold all of 10000 for 2 cents to net $200 before commission and Scotia got 2.5 cents for 9000 shares.
None of these seem to be major shareholders raising significant amounts of money (except perhaps to them).
While there are sellers willing the take pennies, there is little reason for buyers to get aggressive, after all. It is not as if this Management is likely to release some great news anything soon,
As for the AGM, especially given the reported lack of proxy materials going to foreign individual investors that might be expected to oppose the Management voting suggestions, you should presume that everything that Management proposed was approved. Since Management is forcing people to guess, the only logical guess is that they won all the votes based upon the Insiders' sharholdings plus those who support them and/or their secret plans (maybe they plan on releasing something from the Strategic News Reserve, following the lead of Obama and the IEA).
Even when all shareholders get proxy materials, few vote.
