Possible issueI would think the delay is security. They either have to secure the entire facilty tomatoes and all or Secure the Cannabis production and storage part seperate from other greenhouse. This is probably the problem and would lake lots of money time and effort to do to such a large facility. Also you need camera coverage of all of it. Think about the logistics and cost of that alone. HC wants to see what is going on in your facility at all times so you also have to live stream all that info to HC.
