who puts out

a 370k offering . They must have an ulterior motive to shake the tree and pick up cheap stock . It is ironic that when the stock gets whacked the the identical amount of shares trades on the US side . Is it an arbitrage trader playing the the exchange difference or is it an American picking up cheap paper .
