they kept it at 9.9 so that they don't have to publicly disclose that they are selling!
they can literally sell get most of their money back or sell into the sucker rallies leaving you to whine that the stock is being manipulated by your imaginary bots and guess what they still the way I read it can buy back at 10 percent of what is being mined ( correct me if I'm wrong anyone).
essentially low risk high reward.
