If there receiving ten million for earn in for 35% shouldn't the share price be around .16 cents. Or is my math way off?

Your math is off. The earn in gives Nittetsu "off-take on commercial basis to be shared 50% by each party". And how does the earn in take place? Will they issue 35% new shares and then loose 50% of potential income per share?
