PP at $0.20 = STRONG SIGN

PP at $0.20 = STRONG SIGN To be able to do a PP at
.20 when the share price was trading at
.15 in opinion shows that someone or some people wanted in soooo badly.  They could have bought on the open market cheaper but they didnt.  Am I missing something?  Perhaps they already signed a binding agreement to purchase at
.20 before the share price got below that?
