This is not a PP, this is a bought deal. So that means every shares from this financing go to the same investor. No outside participant. Remains only open market to buy.

I can be wrong, though if I rely on my level 2, there’s very few shares available until 15$. Sure orders go in go out, but for now, that shows how strong the shortage in supply is. If large interest in the stock occurs, bulls could win easily.
