The government contracts weren't good enough for DM. The government procurement system has been in shambles for years. Everything goes to the lowest bidder. Both true and also not true. True: Gov Canada mandate is take the lowest bid. Not True: Gov Canada must ONLY take the lowest bid. When presented that the quality of service  or goods are supperior with the higher bid a higher bid will be accepted. Also lower bids that are accepted as a prefered venders have this wonderful little clasue for addons, so that low bid now balloons. So Nexalogy
