This is the Minitry of strategic sectors of Ecuador (The new dept of mining). Just released, in English. It was part of a post I did a few months ago where I pointed out that the Gov't was taking bids on "blocks" of land for exploration.
On page 75, EGX is listed as a Private Investment under the same heading.
