As I am certain that you know, many words have various meanings depending upon the context in which they are used. One of the sub definitions of commissioned is 1) In active service 2) in use or in usable condition. Pretty sure that this is the context that "commissioned" is being used by Mell in this instance.

I do commissioning from time to time in my line of work and it basically means the start-up and operation of the machinery with experts on site to work out any kinks and make sure everything is functioning properly. The investor presentation shows 1000 Tons production in Q4 2022 which would likely be a result of the commissioning activities. FCC will be in a position to profit from that production
