Venezuela, rhetoric, but no war 

 Venezuela is running an internal political game before internal public opinion. But international bodies, important support countries (China) and powerful neighbors (Brazil) mark against Venezuela. Brazil is moving combat forces towards the borders of both countries. Maybe the voters want rhetoric, but do they want war against a stronger opponent?
