I read through the RFQ (again), a couple of comments:

1. Section 3.3 talks about reviewing and completing the draft POTA. This statement and other statements in the RFQ prove beyond any doubt that EPO was in close negotiations with RCF previously. (I guess the whole document does)

       2.  Section 1.4 talks about an “escalation formula”, I like that, EPO doesn’t get locked into a fixed              price, and yet it should  provide stability for the company if they get a minimum price through some kind of long term pricing formula
