I gave the posting a quick read and it appears that this amendment makes an important change to give the Muskowekwan band more autonomy over their affairs.  Previously, band elections were held under the Indian Act but now the band has obtained the right to organize and hold elections according to the rules established by the Musk people themselves.  The change came as a result of the Musk FN voting in favour of the change and getting consent for the change.

It's another recognition that band members are adults who are capable of managing their own affairs.  Congratulations to the Muskowekwan band!
