i beleive he means the shares are not able to be shorted.
i have 2 mill at 50 cents, hopefully doing the same.
I dont think the amount you have reduced the short allotment by is significant enough to have an effect - there are over 250,000,000 outstanding or so. 

better then having them available either way.
