A person could ride a bike over to OCS in three hours and deliver stock to OCS.

Just guessing....but EVE might get about 60% of the $17,000.  From the $17,000 you need to take away Excise Tax and retail chain will soak up 30-40%. Net Effect...EVE gets less than $10,000 back to it.
