lobbying gov'tfly should add to the board a politically-connected member or hire a firm to lobby gov'ts to get mandated AFIRS/ATR-like  systems installed on all airlines while being built as well as a defined retrofit schedule for airplanes already in service.

All that is needed to get the ball moving in this vane is for a leader of a country/finance minister to stand up in congress or parliament (surrounded by concerned parties) & give a speech saying that taxpayers  should not be footing the bill for searching for 'black boxes'. The costs should be born by the airlines & their insurers.

 That alone would cause a drop in airline & airline insurer's stock prices & the affect would ripple thru-out the world. You will see a rush to order these systems by every  airline & probably be a barrier for any new entrants.

This would affect airlines that traverse large bodies of water.
