My note at the time was that Swoop is likely one. Swoop, owned by WestJet and also based in Calgary, flies ten Boeing 737-800’s and six Boeing 737 Max 8’s.
Another possible two are Lynx and Flair.

Flair Airlines, based in Edmonton, has twenty-six Boeing 737 Max 8’s and three Boeing 737-800’s.
Canada Jetlines may be the fourth ULCC referenced. Although they are presently headquartered in Mississauga, their initial route was Toronto-Calgary. They have since added Las Vegas, Vancouver and Orlando, Florida to their destinations.
Canada Jetlines is hoping to have fifteen Airbus A320’s flying by 2025.

They'll be using a 132-seat Embraer E195-E2. While not a ULCC by definition, they want to compete.
