Clearly Gary's letter indicates it has been submitted and the first round of questions has been answered and they are awaiting the second round of questions. The following a quote from the Presidents letter posted on FMS website. "On permitting, our mine closure plan has been completed and a first series of questions were responded to from the Qubec government last October. A second series of questions is expected in Q1 2017." Common sense suggests that the plan must have been submitted in order for the government to submit the first set of questions.
