No.
If Stormont had to pay them then guess what, Stormont would be selling the 7.7 million shares because they don't have that cash, so they'd have to raise it and while the Insider may only sell the portion to repay the principal on the debt for Stormont it would be a taxable event so to net the same amount of cash to pay the third party they would have to sell MORE shares.
Remember Stormont has an overweight position in GAP that is depriving them of cash, doesn't have this cash lying around
