The investment by VCT into EPR was brought up several weeks ago and is nothing new. Mark48 is right about the 43-101 which would mean VCT would not get very much of GEM for that money. And (imo) the fact that VCT has to fund the money for exploration on the property suggests to me that EPR needs the money to try and find something which is feasable. GEM already has that and zone 3 should add to it.
