Energy Bureau Does Not Foresee Rate Hikes Under LUMA

There is a good article here in which PREB clarifies LUMA cannot unilaterally increase power rates, which hopefully puts this bun fight to rest.  It also mentions that PREPA must present a 10-year plan in order to access those FEMA funds Trump announced a few days ago.  Jeff, would you have an estimate of when you anticipate PREPA will present this 10-year plan?
 

"Moreover, PREB Commissioner Lilian Mateo said that they have not yet received a plan to begin the reconstruction works that would be financed with the $10.51 billion that the Federal Emergency Management Agency (FEMA) allocated in recent days. For this, Prepa must present a ten-year plan. In another chamber hearing, Prepa's executive director, Efran Paredes, could not specify when the reconstruction works of the electricity system will begin under that budget allocation.
 
No, this plan has not been submitted to the PREB, but Prepa is advised that any capital improvement—regardless of the source of the funds—has to be reviewed and approved by the negotiator. So we are anticipating that they are going to send us that plan," Avils Deliz said."
