Why Montalva may not get selected
All the projects will be prioritized, or ranked, using a McKinsey Matrix. This is a simple concept but difficult to construct, which is probably why a consultant was hired to do the job. The FOMB requirements that go into the Matrix can be found on page 11 of the pdf located here... https://energia.pr.gov/wp-content/uploads/sites/7/2020/09/20200922-0007-Mocio%CC%81n-Para-Retirar.pdf .... On page 7 of the same pdf in the 2nd paragraph the FOMB allows PREPA to add any additional qualifications to the Matrix that they feel is necessary. Could PREPA add "battery storage" or "winning lawsuits" to the Matrix?? I suppose they could... but if they're assigned a low value within the Matrix it won't mean much. Yes Montalva covers a "large footprint" so we should score points there, but we may score low on "Puerto Rico solar experience". What point values are assigned to each requirement are unknown as well right now. Once our point totals are added up who knows where we'll land inside the Matrix. It's not a basic "biggest wins" ranking system. Once completed, the McKinsey Matrix report should make for an interesting read though.
