The purpose of the batteries was to deal with any N-1 or N-1-1 incidents which were considered remote. In the remote event of an N-1 or N-1-1, the power control unit would scale down to 73MW.

But that is not the real issue.  The real issue after reading the document link you provided is although PREPA acknowledged our price change to 8.84, it did not relay that information to the consultant, but it did relay the price change of Xzerta, and it did so after us as the report by the consultant is dated Dec. 31, 2020.

So PREPA is negligent of not posting the correct information to the consultant for the evaluation.
