RE:Ciro One in trouble???PREPA and CIRO getting pps slapped for, among other things: Putting aquifers at risk, scalping farmland wthout proper permits (must have been confident they would be getting the contract approval) and a non competitve bid process resulting in millions$ cost to taxpayers.  "For the reasons mentioned above in this writing, the Bureau must declare the request for a cease-and-desist order against CIRO One Salinas for proceeding with the works of the project without the authorization of the Bureau, impose the corresponding fines, and require restoration. of the land to its original state, grant the request for Intervention or participation in this procedure, grant the appearing parties the opportunity to provide information on these critical issues, hold public and administrative hearings, and provide access to information and documents to facilitate participation effective public."
