This RFP was clearly set up to stifle all participants.  All parties outside of PREPA know this, including PREB, Congress and the Governor.

The three issues are correct. Every party has complained!

Remember that the 14 that were cut, include some of the biggest political figures in Puerto Rico.

APER which represents many of the losing 14 have already commenced their lawsuit.

The richest, the most classy (SBJ words) and the most politically connected are suing right now.
Everyone is attacking PREPA on this RFP.

We have chosen to file the RFP which is comprised of over 20,000 pages over 500+ plus documents.  A major task we have performed. We have not sued.

There is only room for 650MW and any newer participant as I have mentioned before will not have permitted land and grid access.  We are the only party with pyranometry.  Without out, the banks will give a 5 to 10% haircut from top line revenue. Think about that fact.

We are filing our RFP materials, fighting through PREB, (which is not litigation) working through Congress and working through the Governors office. If we were the only one cut you could say something. 14 were cut.  Everyone knows the game.

The way I see it play out is there will not be 1,000 MW of fully qualified projects as the transmission 
is limited to 650MW and those 650MW is tied to the sites of the remaining 14.

There will be intervention long before a RFP selection in IMHO.
