From Claudia's news article

From Claudia's news article" In its court filing Monday, the city and Greenbriar said that the district’s “arguments lack merit and a closer look shows (the district) is only demanding a land use policymaking role the law precludes.” "
==================================================
If this is indeed accurate, then the Water District has no case whatsoever.

"According to the latest court filing, the EIR and WSA show that the project will require 350 acre-feet of water per year and that Greenbriar has committed — through an enforceable condition of approval — to provide 175 acre-feet of pumpable water per year, leaving a "demand of only 175 acre-feet for the project.""

“At no point does (the district) actually contend that it cannot supply the city with 175 (acre-feet per year) for the project, nor could it credibly do so. "
