I've just started reading the City's responses with one point being taken is the several occasions in which the City's responses actually support the District's case.
The other is the numerous points that are not related to the water supply case. i.e. They're building 995 homes with some being smaller entry level homes (but the majority are not). Some of those smaller layouts may have less then the 2.63 average persons per home. Again, this is irrelevent as the 2.63 is an average of all housing. Larger homes can have more and ADUs additionally.
They're building the homes to supply the military personal (totally irrelevent to the case).
There's also mention of statistics that are after the submission of the EIR and WSA. Only items on the administrative record are admissible, nothing to do with the 2020 RWUMP draft for example.
