I honestly hadn't read (and haven't yet) the actual report but scanning over the article again it is interesting to note that the population is forecast to increase by 67,000 persons but the housing units are expected to increase by 62,097. The Water Assessment was utilizing 2.6 persons which would be 161,452 persons. And then the report Tyler just posted utilized a per household number of 3.17 or 196,848 persons. All over the board.
Understandably this is Kern County vs Tehachapi specifically but still.

Water dispute court case has been pushed out till May.
