There is nothing complex or detrimental to the filings to and from PREB. They are simply being asked to use their discretionary authority to keep certain things within the agreements confidentional for the time being. Prices have already been made public so items that are competetive will be items like ancilliary services, transmission reimbursements to all of the projects by PREPA as they all vary, etc. However they all get released on the public record once final by PREB and FOMB.
This is standard utility regulator due diligence and disclosure. Happens every day in the US and Canada.
