The ranking system will have its credibilty with the FOMB, whether its 150, 300 or 591.
There will be a #1 and there will be a #16.   Some will be forced out as they are not at such an advanced stage.  Regardless, PREPA is not backing down on 300MW and PREPA will win that battle IMO.  Regarding functionality, they have a quorom so the remaining board members can vote a valid resolution. Basically FOMB and PREPA are agreeing that the projects will now get formally ranked. On a related side note, anyone agreeing to be ranked has to agree not to sell the contract or project before their project is substantially completed; so that will also eliminate a few more projects. There maybe only 300MW after they finish the ranking anyway.  We'll see in a short period as they finish this final task.  After that, FOMB signs off, and then we submit a proposal to increase to 435MW.
