RE:P.R. Travel guidanceHubbie87…. The governor of Puerto Rico yesterday extended the COVID measures already put in place for two more weeks. This means that restaurant, gyms, and theaters remain operating at a limited capacity (not sure if its 25% or 50% capacity).  Other measures include:
                              A curfew from 10pm to 5am Monday-Sunday.
                              Bars and clubs remain closed.
                              It is mandatory to wear a face mask when you are out in public.
                              Public and most private school classes will continue to be held online.
Beaches are open to the public so do not worry if you thought that would be an issue.
 
As where to stay on the island, that depends on what you are planning to do.
San Juan/Condado area is the concrete jungle of PR. Great hotels, bars, restaurants, and clubs in that area (but due to COVID, most places are closed or at limited capacity). Old San Juan is a great place to visit and stay but would not recommend it now because of COVID. Traffic is kind of pain, depending on the hour. Beaches are ok but not great.
Rincon is located at the west side of the island and is considered a surfer town. It is about a 2-hour drive from San Juan’s airport. The beaches are 10x better than the ones you find in San Juan. There are also trails for hiking and mountain biking which is super fun. Great places to stay, great restaurants etc. The people there are also more friendly and welcoming. Not much to do in Cabo Rojo, so would not recommend it.
You should also consider Rio Grande/Luquillo/Fajardo area (east side of the island). It is about a 1-hour drive from San Juan’s airport. You have the national forest el Yunque nearby and its sooo beautiful. It is a must stop if you are visiting Puerto Rico for the first time. The beaches are also way better than the ones you will find in San Juan. 
And do not worry about the rum, you will find plenty =)
