Rather than guessing, it would be good to get an updated estimate from GRB, as construction costs will have changed. Solar panel costs come down as efficiency goes up. Some labour costs may have gone up considerably. And the costs of transmission upgrades, although "capped", need to be included.
We haven't heard anything from the company for a while, they may be working on this as we type.
