So the cost for Greenbriar is not $20 million, but $1 million, which is the cost to buy Morris's 50.5 net AF. Greenbriar owns its 50.5 net, and the city charges a one time fee of $4,000 for the rest.

You apparently forgot the $1.37 million paid for the option to buy "up to" 115 acre feet, which would be lost if the city bought the rights.

And at $4000/household, that is another $4 million added to the project cost.

So, the cost for GRB is NOT $1 million as you claim.
