On Monday GRB, including me, personally spoke with the FOMB and yesterday GRB, including me, personally spoke with Admiral Brown, who is President Trump's representative for rebuilding Puerto Rico.
Both calls were excellent.
We supplied our 86 page response to PREPA on Sept. 11 while others have still not given their response as of yesterday to the Oct. 2 deadline.
The key takeway from both calls was that the incremental difference between 150MW and 300MW+, or even the 591MW, is not measurable from a cost standpoint at all, but yet the consequential damage to the ratepayes and the Island by allowing only 150MW is severe.
That is the key message from all parties.
The general consensus is that PREPA may not rate a #1, #2, #3, #4, #5, ......#15, #16.
Instead folks believe as I do to a 90% level, that PREPA will submit two groups to the FOMB.
Group 1 it believes will make it, and Group 2 not.
PREPA will then fight for all of Group 1 whether its 294MW or 378MW.
It will then lobby Admiral Brown, Congressman Grijalva, the Governor and others to pursuade Natalie to change her mind. It is not contingent on the election.
