Tehachapi House Element Plans

Interesting article in the Tehachapi News this weekend about the City's building needs and requirements.

A few offtakes from the article:

 1.  "Review of housing elements — a part of the general plan — is the mechanism the state uses to determine whether local governments provide an environment that doesn’t restrict housing development.

2.  "
For the city of Tehachapi, the RHNA in the 2015 plan — to cover through June 2023 — was 483 units. In the previous period (2006 to 2013), the RHNA was 454 housing units. And the new housing element must tackle a much larger allocation — planning for 902 residential units over the next seven or eight years." 

3.  "
Although a number of plans for new housing have been approved in the city of Tehachapi, relatively few residences have been built. In August,
when construction began on 55 homes approved on lots of the former Alta Estates subdivision, Schlosser said only about 50 new homes had been built within the previous 10 years."
That is a much lower number then I thought. Quite surprising actually.

4.  "
Although the city approved the 995-unit Sage Ranch development in August 2021, Schlosser said that construction of the proposed project over seven years will not address the city’s lower-income housing needs."
This may be an opportunity for Greenbriar to utilize their Landmark Builder buddies and place some USDA 502 based low income housing on the 28.75 acre property across the street from Sage Ranch. Just need to palce the land back in Greenbriar's name and use some of the water rights that came with it the land for development. Better keeping that type of housing closer to all needed amenities.

“Remember, the city’s not obligated to build these houses,” he said. “We’re obligated to prove that we are not producing barriers for this number of housing (units being built)."

It seems these State requirements for communities definitely shows the disconnect between the Housing Element plans and the City water needs. If the Water District is saying they can't supply enough water for Sage Ranch now. Where are they supposed to come up with almost twice as much over the next 7-8 years. One hand is definitely not talking to the other.

That article has nothing to do with the water issue, and yet you try to tie the two toegther. That is simply dishonest.

There you go, shneps. Well, it's a pity that I couldn't keep the original YouTube URL (=link) but editing videos in Youtube Creator Studio is unfortunately very limited. So I had to go for another upload (which means getting a new URL). Next time, I'll make sure the audio quality is better. Hope you still liked the video. To me, Jeff sounded quite confident.

But Jeff always sounds confident, right? It's his unwavering confidence and his previous track record with Western Wind that keeps all of us riding along. So I don't think we should read anything into his expressions of confidence. I just hope something happens soon that will break this current inertia.

From the article: -2006-2013 the City was mandated by State to provide residential unit development opportuities for 454 homes. -2015-2023 the City was mandated by State to provide residential unit development opportuities for 489 homes. The City provided developers the opportunity to build 943 homes within those 17 years. According to Jay Schlosser ...more
