Independent Water Assessment Report

I happened to be looking into something else and came across this quotation from the CEO.

"We are working with the City's CEQA water lawyer and their engineering team to complete the final water report." - Jan 19th 2021

Is it just me or does this not come across as a total conflict of interest?  Within the aspect that the Water Assessment Report should be (in my mind) a totally independent analysis without any inputs from the developer trying to have it approved?

Yes, the land of the totally corrupt Trump family, and so many just like them. But it isn't just the rich who play the game. I had a cousin in local politics, and the self-dealing at that level was disgusting. The whole world is corrupt, and the everyday guy pays the bill.

Growing up I always wondered why honest people never got elected to anything... As I age I realize no honest person wants to inject themselves into the b/s show.
